Again an analemma without a date line !?
Judging from the picture, the dial reads civil time (Mountain Time zone), from 6 to 19 o'clock, divided into quarters. The major axis is given as about 15 ft (4.6 m); it seems longer to me. The title reads Sidewalk sundial. Unfortunately, I can't read the other text boxes.
